Haiti is badly damaged and now needs to be reconstructed, over two months of the earthquake more than one million people need humanitarian aid to survive, so it is strategic and necessary to prioritize infrastructure needs for irrigation, drainage and sources of supply as an essential weapon in the fight against food crisis, so that after the withdrawal of international aid for Haiti, this is capable of becoming sustainable.
Haiti’s earthquake occurred on 12 January 2010, with a magnitude of 7.3 on the Richter scale with an epicentre 15 kilometres from Port au Prince, caused great human losses and economic damage. The human losses amount to more than 200 thousand people dead and the victims exceed one million 300 thousand people, economic losses are estimated at more than 14 billion dollars. Haiti is the poorest country in the Americas, need humanitarian aid and economic assistance, needs to rebuild and recover gradually. Different countries of the Americas, Europe, Rest of the World and the United Nations Organization, have provided international support, humanitarian assistance, food, clothing, medicine and finance some activities that allow the aid to the Haitian people.
It has been over two months of the worst earthquake that Haiti has suffered over the past two centuries and today there are over a million people dependent on humanitarian aid for survival. Haiti needs material resources for hospitals, schools, housing, electricity, roads, ports, civil and agricultural infrastructure, irrigation and drainage, farm machinery and human resources such as doctors, teachers, advisers who provide technical assistance to achieve rapid development.
.In the past five years, Haiti has suffered the onslaught of hurricanes over the havoc being those that occurred in 2008, as the country was affected by the passage of three hurricanes that caused major flooding, deaths of 500 people and left 650 thousand homeless. It is strategic and necessary in rebuilding the country to prioritize infrastructure needs for irrigation and drainage and irrigation systems and supply sources that enable the food crisis is gradually reduced and finally the country could recover in a short time and ensure that human and material damage from flooding is minimized. It is necessary to develop a food plan under irrigation in the short and long term to meet the needs of the Haitian people and that once the withdrawal of international aid, Haiti might be able to become sustainable, it must adapt, improve, reconstruct and building at an early stage about 4 0 thousand hectares of irrigation engaged in the cultivation of root crops, vegetables, grains and rice so that it can address the demand for agricultural products, then based on the country’s possibilities, should switch to a second stage as they are intended other 4 0 thousand hectares for livestock in general, the cultivation of fruit, animal feed, to meet the needs of meats, milk, eggs and fruit. The strategy should have a seed planting structure according to the demands of the Haitian people and be designed to meet the needs of one million people
The assistance from Spain to Haiti has been swift and effective from the first moments sending several aircraft with relief material and medical personnel. The Spanish radio and television joined the call for solidarity with Haiti. Spanish NGOs have opened numerous bank accounts to provide immediate aid to Haiti. The Spanish Red Cross sends humanitarian aid to Haiti. Spanish Caritas in coordination with International Caritas has provided humanitarian assistance to aid earthquake victims. The Spanish Agency of International Development Cooperation enables Spanish emergency aid for Haiti. Spain participates in coordination with other nations in the process of aid and reconstruction in Haiti.
