The Spanish state has increased water control, however needs to develop a water policy to expedite the construction of dams and water transfers and improve the exploitation of water resources, irrigation and drainage and to increase research in: matter water, treatment and use of sewage, water needs of crops, irrigation techniques and drainage. Must be improved price of agricultural products to farmers, to make more hydraulic investments in agriculture and study an energy policy that ensures more stability and profitability of the agricultural sector.

The water stored in Spain the first of January 2013 was 30 872 hm3, representing only 56% of the storage capacity of the country, which is estimated at 55 359 hm3, according www.embalses.net  The year 2012 has behaved mean dry, as the average rainfall during the year, are below the average of the past 10 years, during autumn rainfall has increased, causing flooding in some areas and gradually increasing water reserves reservoirs, winter has begun with abundant rainfall, which will greatly increase water reserves in reservoirs and aquifers.

The economic crisis has affected different sectors of the national economy, but the crisis in the agricultural sector in Spain arose long before the financial sector crisis and we need a proper strategic investment plan and prioritized treatment to restore the agricultural sector. Must be improved pricing of agricultural products to farmers and to make more hydraulic investment in agriculture line, according to the water balance of watersheds, the technical economic feasibility of each of the works to be executed, which will increase agricultural productivity and production, as irrigation increases agricultural yields significantly, ensuring food security and enable further incorporate more labor to the agricultural sector, the food industry and other economic sectors related to this as well as get increased export of agricultural production.

In the irrigation policy, has significant weigh the energy cost, since in Spain the price of fuel and electricity have increased considerably and the same decisive impact on the increase irrigation cost and in the final agricultural production cost, greatly more expensive products obtained and the irrigation, in turn contributing to the rising cost of energy to the rising cost of living. It is advisable to consider an energy policy that ensures more stability and profitability of the agricultural sector.
